nvcc -V
看 CUDA 版本
上 https://pytorch.org/get-started/previous-versions/ 搜指令。
可以再加下面指令换源：
-i https://pypi.douban.com/simple/
-i https://pypi.tuna.tsinghua.edu.cn/simple/
-i https://mirrors.aliyun.com/pypi/simple/
